Let's catch bad guys before they hurt others...


Why is police entrapment viewed as so bad?
Someone talks to their friend and says... let's rob a bank. We are taking money, but the government will give it back to them -- it's insured. The friend says ok. The next day, after 24 hours to consider the act, the friend still agrees to do it. He takes a mask and works on a timetable.

Then the 'someone' who is really an ethics officer arrests him. Gotcha! What's wrong with this? We could have different punishments or maybe just public shaming, much less severe, for people with poor ethics. Why is it important who thought of the idea? This could revolutionize safety in our world.

Then, why catch them and let them go again?  We allow people to pay to get out of jail.  That's right - if you know someone with the money, you get out on bail.... and you can run away.  That's just not right.  We need to eliminate the bail.  It funds the system a little, but we will recieve more benefit by not getting the money.
Global Excellence and Community Development


OK... in the beginning, people were like apes and had only rocks and sticks.... so everyone was in a state of poverty. No big deal...

Now, we have people with cars, planes, skyscrapers, and the normal people with only rocks and sticks stand out as strange. But if we all have babies and don't like school or working hard, we would all have tons of poverty everywhere.

Community development occurs when people put sticks and rocks together, making libraries and hopitals, and more. Well, it is entirely up to the individuals in an area: will they play with the sticks and rocks, or build with them? When you have the buildings, will you allow them to fall apart, or constantly repair them so they stay up? Do you use them and produce more, more things, wealth, and not destroy or trash things? Will people be frugal, or wasteful and consume a lot?

Will people allow crime, letting others steal and destroy things and lives, or will they stop crime and allow beautiful spaces and things to exist? It is entirely up to the individual people living in that area, and how they interact with others in the world.

We cannot predict the decisions people will make, whether they will follow advice, understand the education, and act on it... or be corrupt, ignorant, lazy and destructive.

We can only try...
Global Excellence Comes from a Crime-Less System

How could we have global war without criminals becoming leaders?  We couldn't.  We must make governments accountable for the risks they place on others, by requiring a governmental license.

Governments must pass certain requirements to be considered licensed and legal.  Also, they must pay liability insurance for the risks they pose to people when they fail to follow good ideas: for example if they allow criminals out on the streets.  There is a thing called amnesty, which is granted by government criminals to convicted criminals, letting them off for the horrible things they did.  This shouldn't exist.  Why do we prevent records of crimes from being published?  To prevent crimes against criminals.  Yet, this allows criminals to live without stigma.  It increases crime, by making it not so bad.  We erase records, distinguish juvenile crime from adult, and so on.  Instead, we should be publishing these records, making them eternally available to all, and even discriminating against the families of criminals, who allowed such behaviour.  In societies that do such things, the streets are so safe that bars leave their crates of beer in the back alley!!  Yes, it's possible -- I've seen it in Shikoku, Nihon (Japan).

We also need to reduce violence.  We should stop allowing violent offenders to ever reach positions of power --corporate or governmental.  We need to prevent attacks - and we need to keep criminals who do violence where they won't hurt other innocents.  Or, we need to ensure that they cannot do bad things in some other way, with technology like GPS tracking and knock-out systems.

Why do we have a system that frees our criminals and allows war, terror, and the rest?  Because we fail to control ourselves, and we are part of the problem.  We are floundering at the task of creating a good world.  We fear to keep bad people in jail, to watch children and lead them to peaceful conflict resolutions, to track everyone...

For example, over 5 million people are in jail around the world, yet, when released, about 60% commit crimes and are returned to jail within three years.  Do they want to go back?  Some of them do.  Like other countries - we need to create areas that are half-way villages, where people can return to jail if they like, merely by asking, or people can stay and not endanger others, because no criminal ever gets out of the halfway village, but families are allowed in to live and work if they choose.

It raises the question, why allow these criminals out at all?  Anyone who violates another's safety more than twice - that's it.  Three strikes - goodbye.  Crime one: you need a permanent brand that you willingly hurt others: you live in the minimum offendor village for life: and you are prevented from night-time freedom forever.  Also, your license to drink/smoke/etc. is revoked.  And your parental license.

Allowing governmental systems in the world where one ruler commands an army to attack an innocent neighbor -- it's madness.  Allowing soldiers to violate rights is too.

Mobility:  We have a problem that is created by criminals' freedom to move after being released from jail.  Most are simply released with about $5.00 and no oversight.  Then, they can go anywhere and nobody will know who they are, or if they are a threat.

Well, we need a system that tracks them completely: knows exactly where they are at any minute.  More, it can monitor when they are excited (through increased heart rate) and alerts cameras and people to watch them.  Because they are in half-way villages, with helpers to assist them in their new home and work, unknowing, innocent people are not at risk : everyone is a previous convict, or willing family-member.  (However, reproducing is not allowed, through mandatory sterilization).

We also need to make companies pay the true cost of their products on society if they are funding criminals.  For example, in the USA, Banks lose about $45,000,000.00 USD a year to bank robbers!!  Yet, they remain vulnerable!!  We could simply have banking with 'airlocks' where only individuals could enter a secure chamber to do banking business.  They could only enter if they were positively identified and passed through security systems.  There would be no contact or vulnerability of anyone except the person in the banking chamber.  They would have no contact with tellers.  Guns, notes, anything would be innefective.  By not creating banking systems that immobilize anyone the teller chooses, we allow theft to continue.  We have theft and crime because we accept it.  It's part of our culture not to solve this solvable problem.  Everyone pays the cost of higher prices and troubles.  All products and services thieves can steal should include a protection tax shared by owner and manufacturer, that pays for catching the criminals.  Since this could be high for easily stealable luxury products, for example, people would protect their property to reduce the tax (buying and using locks would reduce it) and companies would create automatic registration systems, and theft-detection alarms, etc.

We need to sue the companies who make things that are funding the criminals.  Why?  They are making things that fund bad guys.  And people who have things stolen - they need to pay also.  When you lose something, you get a double burden!  You shouldn't let it be stolen!  However, if your home was broken into, you have paid through mandatory theft insurance.  Anyway, there should be a payback system, funded by criminals who must work in prison to repay for the entire system, or they get no amenities.  So, you win in the end, when you get your check from the system at the month's end.

Anyway, this would fund the extra cameras and infrastructure to get crime down to 1 in 1,000,000 victims per year.  Right now, worldwide about 15-30% of people experience crime annually.  That's an average 225,000 per million, or 15 to 30 people in 100.

This reduction of crime to 1 in 1,000,000 is necessary for world peace.  With all the violent offenders behind bars, we have nobody to start the wars.  And, as they don't have children, we get a future generation with less agression, child abuse, and other problems.
It Happened Here

This is where the idea of co-governments came from.  Neighboring countries need co-governments chartered with the task of producing peace and harmony between the two nations.

Thus, the people of both sides will slowly mend past damage, and create a loving world.

The children will be taught to love the countries, not just their own country.  They will grow up with friends from the world, not just friends very similar to themselves.

1.  Kids need to live next door to people from conflicting cultures and nations.
2.  They will easily come to love and play with those kids... it's only natural.
3.  They will come to understand and enjoy the different foods, looks, and customs of the world.
4.  They must be exposed to the world culture and not just national culture.
5.  They should be encouraged to understand world conflict and world cooperation and peace.
