World Congress Responsibilites:

Crime control: monitor and encourage goodness in all known criminals all the time. No death penalty. However, physically able violent criminals must work to live
Violence of all types against innocent people is illegal. Military must be trained in non-violent capture of dangerous people worldwide, including dictators and state leaders who have broken global criminal law. Methods of removing the fuel and ammunition or weapons from illegal armed forces must be developed. Moreover, military trainees of all nations will train together, developing friendships internationally.
Education will be monitored to ensure that students worldwide are not taught to hate and attack other nations, as they currently are.
English classes, or classes in the languages of neighboring nations will be for all students who attend school, from the first grade. Half of all classes will be in these foreign languages. Half of all teachers will be international.
If indigenous people do not want to participate in global society, and are peaceful and non-polluting, non-threatening, and not in danger, they should be left alone.
No nation may allow terrorist or violence-advocating groups to exist, recruit, or train.
Assistance in disbanding criminal groups, creating peace accords, and so on, will occur on an international level if necessary. All members of such groups will be subject to prosecution, or assistance and educational materials.
There must be Global Rangers, chartered to monitor environmental pollution and excellence, for every area of the earth. Also, they run cleanup programs continually.
Global Parks must be created in each type of habitat, to reverse the extinction of species, and allow growth of animal and plant species, and continued speciation.
Areas often hit with natural disasters will be off limits to family habitation and development. Warning systems or protection for visitors will be mandatory.
A system of redundancy in protection will assure against death due to draught, starvation, war, environmental disaster, and other causes. This means three or more institutions, governmental offices, or permanent private organizations will work continuously to prevent and manage any trouble.
Construction, population growth, environmental pollution, and industrialization will be altered and reversed. Technological advance will occur, but for improvement, not continued environmental destruction. Multiple sustainable development offices shall moniter all areas.
Areas with poor living conditions (life spans 25% less than average global life expectancy) will be off limits as well. Those living there will be encouraged to move, and family planning will keep population stable or declining.
All child slavery and labor will be illegal. Child soldiers are illegal.
A global currency will be made legal. It will not be mandatory.
All laws must be shown and explained to everyone
The government shall not control the economy, trade, nor money
No person shall be exempt from the law
All types of environment shall be protected, to include at least 50% of the earth
All types of non-earth-threatening plants and animals shall be protected, so that they may increase and continue speciation and differentiation
The water, air, and space will be protected from all types of harmful pollution
Non-sustainable uses of resources shall be prevented
Each person should be monitored for happiness, to protect their well-being
People with serious criminal history shall lose rights to lead in business, government, and other areas. Their access to money shall also be controlled.
Violent criminals shall lose their rights to have 2 or more children, and instead have one or none, depending on the severity of the crime.
Those who allow criminals to get money or access to dangerous goods shall be prosecuted by law. For example, businesses that allow theft, and cannot catch the criminals.
However, people who want to do things dangerous to themselves, but not dangerous to others, shall be allowed to do so. For example, rock-climbing.
A new profession of Safety Worker shall contact each person once a month to make sure they have not had any accidents, crimes, and so on, and seek to help them.
