Global excellence requires greater oversight, and prevention of illegal activities. Although many people fear observation, we can create a system that protects everyone, by tracking everyone. Then we'll have longer-lasting world peace and excellence.
If we don't have excellence today, it is because we don't have the correct ideas or implementation. We need to change ourselves.
To create a global advisory government that protects all people and cultures, yet allows peace and cooperation, we need to have universal use of English.
Also, everyone needs to vote for their global representatives. And redundancy must be built into the system, for safety, in the form of internet direct democracy.
To create this worldwide advising government, we must enlist the participation of NGO's, present political parties, and voting system companies.
To prevent abuse, only non-criminals may work on these projects. Also, no emergency powers will be allowed, no monopoly of force.

A danger to us all is the cultures and religions that promote large families. Also, a consumer culture is destructive.
2. Why do we allow a single ruler to lead an entire nation, when one person can go mad and threaten the safety of millions or billions of people?

There is an extreme need for universal education of people, protection of rights everywhere, and good leadership. Yet we allow uneducated, violent or inhumane leaders to take office. There must be psychological testing of all candidates, to prevent criminal leadership.
The World Leadership Testing Society will provide this service, providing the media with the results. After gaining employment as a leader, people must be tested daily to ensure they have their mental faculties.
We do not know how everything came out of nothingness. We do not know that there ever was simple nothingness. We do not know that there was something before the universe, that perhaps caused it all. We do not know there was a time or existence before the universe existed. We do not know that the laws of physics are stable throughout all time and space. We do not know what the ultimate foundation of elements, energy, force, and electromagnetic waves may be. We do not know that there is an ultimate foundation or hidden 'dark energy' or matter creating all others.
We do not know the cause of the forces. We do not know the reason for the experience of the 'present' or of our consciousness of it. We do not know if there are other beings or greater structures of which the visible universe is just a small part.
To suppose there is an underlying answer we can learn is quite bold. It is possible we may never advance our knowledge into the 'infrastructure' of space and time.
We must rest on the axiom 'existence exists' simply because if it didn't, we couldn't say anything. Nevertheless, it does not hurt to learn more.
